Die ungleichen Zwillingsbrüder Kray beherrschen die Unterwelt im East End von London der 1960er Jahre. Der charmante, besonnene Reggie führt geschickt die Geldgeschäfte und will ein britisches Las Vegas aufbauen. Der paranoide, unberechenbare Ronnie wird für seine Gewaltausbrüche gefürchtet. Während sich Reggie in Frances Shea verliebt, verliert Ronnie zunehmend die Kontrolle.
