Während des Zweiten Weltkriegs soll Kapitän Müller mit seinem Frachter die Seeblockade der Alliierten durchbrechen, um wichtiges Kriegsmaterial von Japan nach Frankreich zu bringen. An Bord reist auch der SS Mann Keil mit. Niemand ahnt, dass er in Wirklichkeit der britische Agent Robert Crain ist, der die wertvolle Ladung den Alliierten zuspielen soll. Als Müller 16 schiffbrüchige Kriegsgefangene und eine Jüdin, die das Konzentrationslager überlebt hat, an Bord nimmt, eskaliert die Situation. Crains Identität droht aufzufliegen.
