Im Jahr 1986 befindet sich Südkorea im Griff einer umbarmherzigen Militärdiktatur, die auch das gesellschaftliche Leben ganz unter ihrer Kontrolle hat. Die Welt der Kommissare Park Doo-Man und Seo Tae-yoon wird zusätzlich durch ein grauenhaftes Verbrechen aus der Bahn geworfen: Sie gehen in einem kleinen Dorf nahe Seoul dem Fall einer toten Frau nach, um festzustellen, dass es sich um die Tat eines Serienmörders handelt. Der Täter geht mit erschreckender Geschicklichkeit vorgeht und scheint ausschließlich weiblichen Opfern nachzustellen. Bei ihren Nachforschungen geraten Park und Seo immer tiefer in ein Netz aus Verbrechen und Geheimnissen.
