"Pulgasari" can be seen as North Korea's attempt to make their own kaiju film. In this regard, they succeeded. But besides that, it is a relatively good film and they managed to fit in a story that is interesting, partly because politics don't directly gush out of it and it is not literally a propaganda film, but rather a film faithful to its genre. So, all in all, it's actually good.
