It is the end of the 19th century in a small Hungarian town. The mayor and other leaders of the town try to get even richer by exploiting the railway constructions. They are terrified by the post-master's news: a disguised government inspector is coming to town. Karikás Ernő, a swindler who came here to get away from his creditors, soon adapts to the corrupt and fraud environment. As the phoney-inspector, he takes money from the mayor and accepts the female family members offered. After his departure the real inspector arrives. He is a large-scale swindler and wants the sums for bribery transferred to his bank-account. (Verleiher-Text)
