Forget about watching the plot, forget about all the actors and focus only on noticing the slightest twitch of a facial muscle on Seagel's face. Your efforts will be in vain, but it's great fun, a lot more fun than the film itself. This guy is a true genius of minimalist acting :)

To have a couple of pretty good actors, even if they might be B-list actors, and not get anything out of it, not even a decent villain, is really an art. Whoever put this together definitely wasn't a professional and wouldn't impress even Steven Seagal, who at that time still acted and didn't just hide behind his bulging belly.
