Die befreundeten Drogenfahnder Marcus Burnett und Mike Lowrey sollen der massiven Zunahme des Ecstasy-Handels in Miami nachgehen. Erste Ermittlungen führen sie auf die Spur des aus Kuba stammenden Dealers Johnny Tapia. Marcus' bildhübsche Schwester, die ein heimliches Verhältnis mit Mike hat, schleicht sich im Auftrag der DEA undercover in Tapias Orginisation ein und gerät dabei in große Gefahr.
