Czechoslovakia is electing candidates to the National Assembly in May 1948, and the ruling Communist Party uses this film to defend the fact that there is just one candidate list from one party. At the same time, it points towards the "problem" of voters who plan to submit blank ballots as an expression of (in the best case) their sceptical view of the proposed political programme. In the spirit of the slogan that blank ballots halt the building of communism, the film also halts the images of the working people.
One argument for one-party rule was the need to save paper for propaganda purposes. (Ji.hlava International Documentary Film Festival)
