Raub, Brandstiftung, Rauschgift und immer wieder Mord - das ist der Alltag in der Bronx, dem berüchtigten Stadtteil mitten in New York. Ein überragender Paul Newman spielt den Bullen Murphy, einen Polizisten, der keine Illusionen mehr hat. Er kennt jede "Ratte" dieses Stadtteils, hat sich jedoch nie damit abgefunden. Ein neuer Revierchef führt knallharte Methoden ein, und die Gewalt eskaliert. Als Murphy bei einer Straßenschlacht Zeuge eines Mordes durch einen Kollegen wird, gerät er in einen Gewissenskonflikt.
